Language often shifts before behaviour does. Phrases that minimise uncertainty, inflate consensus, or hide costs are common early signs. Examples include statements such as the issue is basically solved, everyone agrees, or we are aligned with stakeholders. None of these sentences is specific enough to support action or accountability. When common terms acquire private meanings, drift is already underway. The word risk might come to mean only public relations risk. The word impact might come to mean perception change rather than harm avoided or accuracy gained. These shifts make dissent feel impolite and move analysis away from testable claims.

Incentives amplify that pattern. If careers are rewarded for avoiding blame rather than for accurate decisions, people will optimise for plausible deniability. That shows up as more process steps, thicker documents, and softer language. The correction is not an appeal to virtue. It is a design choice. Clear decision statements, proportional data checks, and named ownership make it easier and safer for people to state limits, record trade‑offs, and change course when evidence moves.

Politicisation Signals

The following signals do not prove politicisation on their own. They are early indications that the decision environment is bending. When they appear, pause long enough to refresh the decision statement and the trade-off table, record the owner and the timebox, and continue with clarity.

Shifting criteria

A shift occurs when success criteria or timelines move after initial results disappoint. It often looks like a pilot that turns into a phased rollout without new hypotheses, or a metric that is redefined midway through a program. You may hear that the main aim was learning rather than outcomes, despite earlier language about measurable effects. The written record shows new labels and revised targets, but few reasons anchored to evidence. This matters because the link between measurement and action breaks. Teams cannot tell whether a plan failed, succeeded, or taught the wrong lesson. A dated trail of the original objective, the primary metric and its tolerance, the timebox, and the named decider keeps revisions visible and honest.

Selective Tasking

Selective tasking assigns work in a way that pre-determines the result. Analysts are asked to find evidence for a preferred outcome rather than to test competing explanations. Only one group estimates negative externalities, and their note is filed but not discussed at the main table. Ownership of analysis sits with the person or unit that has the most to lose from a frank result. The effect is weaker hypothesis testing and narrowed options. A balanced setup frames a specific question, puts different lines of argument on the same footing, and brings them to the same audience. When assumptions are exposed together, the decision maker can weigh trade-offs and defend the choice if challenged later.

Jargon that hides trade-offs

Metric theatre

Confidence is described as high, medium, or low with no basis in intervals, sample sizes, or error sources. Inputs such as clicks or tips substitute for outcomes such as harm avoided, precision, recall, or reliability. The cure is to pair each metric with a decision. If a number cannot trigger an action, it does not belong in the main display. If it can, it should have a threshold, a time window, and a named owner who acts when the threshold is crossed. This restores meaning to measurement and reduces incentives to game dashboards.

Shadow Approvals

Shadow approvals happen when work advances or stops based on informal conversations, yet the record does not show who decided or why. Memos include many recipients as FYI but do not attribute ownership. Approval gates multiply in the name of completeness, which creates veto points with no clear sponsor. The effect is chilling. People seek private clearance before writing candid analysis, and the written record becomes thin. A simple, durable decision log counters this trend. How to Reduce Politicisation

Monthly Independent Review

Politicisation grows in the gaps between events. A short monthly pulse interrupts that growth by forcing follow‑through and making drift visible while change is still cheap. Run one 30-to-50-minute session each month with a chair whose performance is not judged by the project’s success metric.

Start by showing what was promised last month and whether it was delivered. Put evidence on screen rather than summaries. Scan for the signals described earlier. Ask whether any goals shifted, whether any assignments look one sided, and whether jargon is hiding a cost. Choose one active area of work and write, in the room, a brief collection note that states the decision it supports, the minimum fields in use, the lawful or policy basis, and the retention plan. If a field is not necessary, remove it and record how deletion will be verified. Close by reviewing any pre‑committed decision triggers. If a threshold was crossed and no action followed, record why and what will change.

The session produces a one-page document that names the signals observed, the actions agreed, and the owners. Store it with the main pack so the adjustment history is visible.
