Introducing IIP’s New Series: Ethics in Artificial Intelligence

Artificial intelligence is arriving in intelligence the way mostoperational change arrives - quietly, unevenly, and faster than governance frameworkscan be developed. In practice, AI is introduced through everyday tools: automated triage, alerting, entity resolution, link suggestions, and summary outputs, shaping what analysts see first, what is prioritised, and what is ignored. At first, it feels like productivity. Then it starts shaping what gets noticed, what gets written down, and what becomes ‘truth’ within the intelligence system.

This matters because intelligence is not a product line. It is a decision system. Once AI begins to influence the decision-making system, ethics stops being a philosophical discussion and becomes an operational requirement. It becomes the difference between work that can be defended through evidential reasoning and work that cannot.

Whether you work in intelligence, support intelligence functions, governrisk, build systems, or simply want to understand how AI should be used in thisspace, this series is designed to be practical and usable. Why ethics becomes operational the moment AI enters the workflow

In many organisations, ethics is treated as a compliance layer addedafter the build. In intelligence work, this approach fails quickly. The moment AI touches intelligence triage, collection, support, targeting, prioritisation, alerting, or reporting, it can change outcomes, even when no one intends it to. It can shift attention, compress nuances, and make weak signals look likenoise. It can also do the opposite: take noise and give it the polish of authority.

Intelligence already operates under constraints: limited time, partialvisibility, ambiguous intent, and competing priorities. AI does not remove those constraints. It changes how they are experienced. It speeds up early steps, which can be valuable, but also tempts teams to collapse the middle steps: review, challenge, and reasoning. When that happens, speed looks like increased capability and productivity, while the organisation quietly loses the ability to explain how it reached a conclusion.

Ethics in this context is not about being “moral”. It’s about:

  • Legitimacy:  Can you justify the toll and the decision it shaped?
  • Proportionality: Are the impacts and trade-offs acceptable for the mission and the people affected?
  • Accountability: Can someone own the decision and explain it without hiding behind the model?
  • Safety: Can the organisation stop and correct the system when it misbehaves, before harm compounds?

If these conditions are missing, the organisation is not “innovating”, it’s scaling risk.

The quiet risk: AI becomes authority without being appointed

AI rarely takes over through a single dramatic decision. It becomes authoritative through repetition. People accept the model output is quicker than reading sources. People learn that disagreement costs time and social capital. People use confidence scores to sound persuasive in meetings.

Over time, drift sets in. The model stops being a tool and startsshaping what is considered plausible. Ethics becomes urgent not because the model is “evil,” but because the intelligence process becomes opaque; it becomes harder to challenge and harder to review. One of the most common failure modes is not a wrong answer. It is a weak assessment treated as credible because it arrived fast, looked polished, and sounded quantitative.

A useful distinction helps keep control:

  • Discovery support: AI helps find patterns, surface links, and widen the search space.
  • Decision support: AI influences what is actioned, escalated, published, or used to justify a decision.

Discovery support can tolerate more opacity when outputs are treated as leads. Decision support cannot. Higher consequences demand higher standards for explainability, contestability, and stop controls.

A practical standard for AI use in intelligence

This series uses a simple standard: an AI-influenced decision must be explainable, contestable, and stoppable.

Explainable means a competent colleague can understand, in plain language, why an output mattered and what it did not consider. It also means the limits are visible: when the tool is guessing, when it is extrapolating, when it is operating outside its training context, and when it is simply filling a gap with fluenttext.

Contestable means someone canchallenge an outcome and be heard without punishment or theatre. In healthy intelligence cultures, challenge (contestability) is an asset because it protects decision integrity. In unhealthy cultures, challenge becomes a threat because it slows momentum. AI can intensify this by making outputs feel “objective”, even when they embed assumptions, selection effects, or mis-specified proxies.

Stoppable means a human can halt the system’s influence when thresholds are crossed, not simply annotate what occurred. A “human-in-the-loop” step is meaningless if the human cannot prevent publication, escalation, or action. Stop authority matters more than review theatre.

When one of these is missing, AI use drifts into unreviewable discretion. Errors harden into policy. Weak signals stop travelling upward until they arrive as incidents.

What this series will do

There is no shortage of AI ethics material. Much of it is technical or abstract. Intelligence teams need something else: operational disciplines that survive real-world tempo.

When AI contributes to an output, responsibility shifts toward system design, access governance, and decision pathways. In other words, ethics sits as much with leaders and implementers as it does with analysts and writers. If a tool is deployed without clear boundaries, without tested stop conditions, and without a visible record of usage, the ethical failure is structural. It is not an analyst mistake.

Each piece will define the risk in plain operational terms, offer simple tests to run on a real workflow,describe warning signs of drift, and propose lightweight controls with clear stop or rollback triggers. The intention is for readers to walk away with language and tactics they can use immediately: in governance discussions, in procurement conversations, in operational briefings, and in the quiet moments when a team decides whether or not to trust an output.

Ask whether the output describes reality or a pattern in past data. Ask whether it is solving the problem or simply producing a confident-sounding narrative.

If you are experienced, the challenge shifts. Organisations treat AI as a multiplier. That makes discipline around records, thresholds, and stop conditions more important, not less. Higher tempo increases the value of small controls that keep the system honest. Treat AI adoption as a capability uplift only when it also comes with a discipline uplift: clearer ownership, cleaner records, and designed contestability.

For teams, the best use of these articles is to take one piece at a time and apply it to a live workflow. Pick one tool, one decision point, and one record. Tighten it. Test it. Then move to the next. Make improvement visible. Small changes compound quickly when they are applied to repeated decisions.
